Purpose
The purpose of DASNY’s
Commissioning (Cx) Program is to deliver
an efficient, consistent, and effective
method of building commissioning for new
construction, reconstruction, and
substantial renovations on projects for
DASNY customers. Retro-Commissioning
(Retro-Cx) is also offered for existing
buildings.
DASNY Building Commissioning Service is a
quality assurance process delivered by a
third party representing the owner’s
interest in documenting buildings are
designed, installed, and tested to meet
the owner’s needs and the design intent.
Retro-Cx is a systematic process of
improving existing building performance by
identifying and implementing low cost
operational and maintenance improvements.
The intent of commissioning is to enhance
project delivery, meet regulatory
requirements and efficiency goals, and
ensure a fully functional, optimized
building suited for its use, that is
turned over to owner operators with
sufficient training and documentation to
provide continued building system
performance. The method of DASNY’s
Building Commissioning Program delivery is
through procurement of Commissioning
Consultants from existing term
commissioning services contracts.
The construction industry has shown that
benefits of commissioning include saved
time and money, and improved construction
quality during the design and construction
phase, as well as continued money savings
in optimized system performance during
post construction building operation.
DASNY (Dormitory Authority of the State of
New York) is one of the largest public
financing and public construction
authorities in the nation. Originally
created to finance and build dormitories
for the state’s teachers’ colleges, DASNY
is now authorized to issue bonds and to
provide comprehensive construction
services for a large group of clients.
DASNY’s construction portfolio includes
new construction and renovation projects
for pubic clients in higher education,
health care and court administration and
other specifically authorized projects.
DASNY issues bonds for private
not-for-profit educational and health care
clients and to support the financing
needs of certain State programs
administered by the Department of Health,
the Department of Education, the Office of
Mental Health, the Office of Alcohol and
Substance Abuse Services, the Office for
People With Developmental Disabilities and
certain economic development programs.
Eligibility
DASNY’s Commissioning Program
primarily serves its clients through DASNY
design and construction projects. However,
all eligible public, non-profit, and
private sector clients looking to support
their projects may access commissioning
facilitation through this program.
