Purpose
DASNY offers a
full range of design and construction
project management services, acting as the
customer’s agent to protect their
interests during the pre-design, design
and construction phases of a project.
Through its architects, engineers,
construction project managers and field
representatives DASNY is able to manage
the pre-design, design and construction
phases of a project. These staff members
serve as the primary customer contact
throughout the project and are the contact
points for the consultants and contractors
engaged by DASNY to design and construct
the project. They are also supported by
other units within DASNY’s Construction
Division including Code Enforcement,
Environmental Services, Commissioning,
Procurement and Project Controls to help
deliver a successful project.
DASNY’s construction-related services
include planning, budgeting, scheduling
design review, code enforcement, asbestos
abatement and environmental management,
procurement and construction project
management services for various customers
and building types. The expertise of DASNY
engineers, architects and specialists is
used throughout project development.
Full service projects are those where
DASNY procures and holds the various
construction contracts, manages the design
professional’s activities, coordinates all
the construction/trades and frequently
purchases the interior furnishings. All
work undertaken by DASNY will set specific
goals for increased sustainability, and
any project that can make use of one of
the US Green Building Council’s LEED
rating systems will be registered with
LEED by DASNY, track and document the
established goals, and submit for a third
party rating review, with a goal of LEED
Silver rating or better. In
addition, DASNY provides on-site
representation through its Field
Representatives and office support at the
site. Modified service projects are
similar in nature in terms of design and
construction management; however DASNY
does not procure the consultants and
contractors and does not hold their
contracts. Customers may chose from either
option or use select services as needed.
DASNY (Dormitory Authority of the State of
New York) is one of the largest public
financing and public construction
authorities in the nation. Originally
created to finance and build dormitories
for the state’s teachers’ colleges, DASNY
is now authorized to issue bonds and to
provide comprehensive construction
services for a large group of clients.
DASNY’s construction portfolio includes
new construction and renovation projects
for pubic clients in higher education,
health care and court administration and
other specifically authorized projects.
DASNY issues bonds for private
not-for-profit educational and health care
clients and to support the financing
needs of certain State programs
administered by the Department of Health,
the Department of Education, the Office of
Mental Health, the Office of Alcohol and
Substance Abuse Services, the Office for
People With Developmental Disabilities and
certain economic development programs.
Eligibility
DASNY is a
public benefit corporation of the State of
New York empowered DASNY to provide
services in connection with the design,
construction and financing of capital
facilities for State University of New
York, including dormitories and
educational facilities; City University of
New York Senior Colleges; Community
Colleges; Boards of Cooperative
Educational Services; city and county
facilities and some combined occupancy
structures; some facilities under the
jurisdiction of the Department of
Education of the State of New York: other
State and local governmental entities;
independent colleges and universities;
facilities for the aged; certain
not-for-profit hospitals and nursing
homes, as well as a wide variety of other
not-for-profit organizations.
There is no formal application form
involved in doing business with the
Dormitory Authority. Those institutions
having generic authorization as noted
above to access Dormitory Authority
services may contact the individuals
listed below for further information.
Customers for which DASNY does not have
statutory authorization to perform
services must first be added to our
statute. Potential customers are
encouraged to contact the
individuals listed below to discuss this
legislative process, and the feasibility
of their projects.
