Dormitory Authority of the State of New York (DASNY) -
PROCURement and contracting services


DASNY offers a variety of procurement and contract-related services for its customers including the issuance of Requests for Proposals (RFP), contract development and execution, contractor vetting, change order processing and claim analysis and settlement, commodity purchasing and interior design. DASNY has also procured a large number of “term” or “on-call” consultants and contractors covering a variety of professional disciplines that can be quickly accessed for project services. DASNY can also provide procurement and contract advice associated with various types of project delivery systems including traditional design, bid, build; CM at Risk; agency CM; and design build.

DASNY’s Procurement Unit works closely with the Authority’s design and construction project management professionals from the beginning of a project through design, bid, award, construction and contract close-out. DASNY maintains fully-integrated professional design and construction contracts tailored to each project and structured to protect the customer client. Services include:

  • Consultant selection and the contract award process, including architect and engineer evaluation, fee negotiation and development of a formal contract

  • Review and evaluation of pre-bid construction documents to determine suitability for public bidding

  • Management and coordination of the public bidding process including advertisement, bid opening, contractor resonsibility review, award and contract execution

  • Analysis, review and approval or change orders, amendments and claims

Through its term contract program, DASNY can make available consulting services to assist with project needs including

  • Architect/engineer services

  • Cost estimation

  • Environmental services

  • Claims audits

  • Building commissioning

DASNY (Dormitory Authority of the State of New York) is one of the largest public financing and public construction authorities in the nation. Originally created to finance and build dormitories for the state’s teachers’ colleges, DASNY is now authorized to issue bonds and to provide comprehensive construction services for a large group of clients. DASNY’s construction portfolio includes new construction and renovation projects for pubic clients in higher education, health care and court administration and other specifically authorized projects. DASNY issues bonds for private not-for-profit educational and health care clients and to  support the financing needs of certain State programs administered by the Department of Health, the Department of Education, the Office of Mental Health, the Office of Alcohol and Substance Abuse Services, the Office for People With Developmental Disabilities and certain economic development programs.


DASNY is a public benefit corporation of the State of New York empowered DASNY to provide services in connection with the design, construction and financing of capital facilities for State University of New York, including dormitories and educational facilities; City University of New York Senior Colleges; Community Colleges; Boards of Cooperative Educational Services; city and county facilities and some combined occupancy structures; some facilities under the jurisdiction of the  Department of Education of the State of New York:  other State and local governmental entities; independent colleges and universities; facilities for the aged; certain not-for-profit hospitals and nursing homes, as well as a wide variety of other not-for-profit organizations.

There is no formal application form involved in doing business with the Dormitory Authority. Those institutions having generic authorization as noted above to access Dormitory Authority services may contact the individuals listed below for further information. Customers for which DASNY does not have statutory authorization to perform services must first be added to our statute. Potential customers are encouraged to
contact the individuals listed below to discuss this legislative process, and the feasibility of their projects.
